I am aware that His Lordship the Secretary of State in his despatch of 26th January 1883 states that he is not prepared to sanction the Registrar's salary proposed by His Lordship had not then the additional facts before him which I am now able to give.

But there are other duties which the Registrar might with advantage to Government and a corresponding increase in Revenue undertake.– I venture to propose to transfer to his Superintendence the Land Registry office.

In addition I would recommend that the Registrar should be empowered to take possession of unrepresented Estates.

This would enable him to do away with proceedings by Foreign Attachment. There are objections to the proceedings by Foreign Attachment which I think would be almost completely overcome if some Officer were appointed whose duty it would be when required to take possession of unrepresented Estates & collect if necessary...
