The only part of doubt to my mind is whether he should be given both offices, whether he should be made Registrar General alone, leaving the Treasury to be held by some other officer, or in addition to his regular duties, e.g., as head of police or senior cadet, or postmaster general, it might be better.

It is only a question of expediency for distribution, no one doubts that Mr. Stewart is well fitted for both offices. See minute attached to 5965, C.P.L., 11th April.
