The post of Registrar General was offered to Amy Stewart by Lord Kimberley (vide despatches 35 and 43 of 1881). The only official correspondence showing why it was not conferred on him is in the Despatches of Governor Hennessy Nos. 28 and 64 of 1889. N. Stewart has referred to this subject in his application.
I believe that it will be convenient that the offices of Treasurer and Registrar General should be held by the same person, in the same way that they have been held by one, J. Russell. They are both collectors of Revenue.
As regards the respective claims of the several candidates - the dates when they entered the service of this Colony are as follows:

M. M. Deane, 26th March, 1862.
J. Russell, 9th August, 1865.
St. J. Mossopnce, 15 January 1867.
