hesitation about submitting any opinion of
my own in their respective claims; for,
having been only
a few
days at Hongkong,
I have as yet little personal
knowledge of the gentlemen and of their Antecedents. But the Executive Council,
which unanimously approved the provisional appointments of
Mr. Russell and
Edwards, unanimously recommend the confirmation of their appointments. I
have also a Minute on the subject
from the Hon. St. John Mowbray C.M.G., Colonial Secretary, and late
Administrator of the
Government
