2. I do not wish to press You to take action in educational matters until You have been enabled by residence in the Colony to mature your views on the subject, but it may be well that I should without further delay express my views on the points dealt with in Dr. Eitel's and S. Stewart's reports.

3. I agree with the modifications suggested by Dr. Eitel with the exception of the proposal to withhold capitation grants from schools in Class II which at present should not be carried out. It would be well however to apply the altered scale of grants.
