Minute by the Acting Colonial Secretary.
I have carefully considered
this letter from the Inspector of Schools, and

am of opinion that most of his recommendations
should be adopted.
2. The schools in Class I are
now the only schools that give rise to
any practical difficulty, as far as
the amount of
the
grant-in-aid is
concerned; and I think that Dr Eitel's
proposals for the raising of the standard of Examination and modifying the
formula.
