universalised in Hong Kong unless it is

I bring under the influence of education those two classes of Chinese girls viz. purchased

servant girls kept in a state of bondage,

in respectable Chinese families, and

purchased female children reared by

women of disreputable character for

immoral purposes, these two classes of

Chinese girls numbering probably

about 5000

or

6000

are children of school

going age,

not

reached for purposes of education

except by

compulsory

Education law. To introduce such

a law would, I imagine, not require

the

introduction of a school rate, but

merely the expansion of the Grant-in-Aid system, which the Diving revenues of the Colony might easily bear

As I further imagine that the Chinese

population of Hong Kong would hail the introduction of compulsory education with pleasure if it is worked gently

Greater provision than at present is made to enable the

children of the poor also to learn English
