Dr. Eitel and M. Stewart seem to
think that it would be
unwise to agree
to abolish it at present. and I think it is
desirable as
M. Stewart points out
to have a uniform system for all the classes
in this respect
No. 25 of the grant in aid regulations
refers to capitation grant and apparently
the red letters which
are attached according to
No.24 should (on Stewart's criticism)
not be attached belong to the capitation rule:
They should be omitted.
Dr. Eitel proposes that the new scale
of grants should apply
to the current year. I think it would be better
to bring them into force till the
examination at the end of next year - to give fair warning.
Both Dr. Eitel and M. Stewart think
that the grant
to the teacher should be continued
I think the evil arising from it should be checked
"I think so too.
Dr. Eitel does not recommend at
present examinations
of teachers for certificates: M. Stewart thinks that
they might well be tried. I think
so too.
Dr. Eitel thinks compulsory Education feasible, M. Stewart does not:
at present I would not attempt it.
