resignation by Ms. My Choy of his seat in The Representative Council of this Colony.

2. It will be remembered that Ms. My Choy was the only Chinese Member of The Council - for many obvious reasons, and strongly of opinion that the overwhelming Chinese Majority of the population of Hongkong - then being Only Chinese Adults (7,000)~ Europeans and people of other race, out of a total population of about one hundred and likely thousand (100,000). Should be represented by at least one Member of The Colonial Legislature.

It will be recollected that the Chinese population is represented in the Legislatures of the several Provinces of British India, and also of Ceylon and other Colonies.

3. If Your Lordship should approve of the view which I entertain on this point, I will, on receiving further instructions, nominate to the Council a Chinese resident in this Colony. Ensuing his name for confirmation. I do not conceal from myself that the selection of the fittest person for this post will be a task of considerable difficulty
