the existing Opium Ordinances to make them secure to
the Government whilst retaining
the Opium farm in its own
hands rights and protection for the working of the farm
of
the same kind, and
as
effectual
as those that they
have hitherto secured to the
Opium farmer holding grant of the farm from the
Government.
The Amendments
also provide that whilst
the farm is retained by the Government fines and
penalties levied under the
Ordinance shall
be for the use of the public.
The last section of
the Ordinances enables the
Government to exercise police
supervision and Control
over the opium smoking
divans but I understand
that it is intended to make
the terms and Conditions
which may be laid down
