Scheme for collecting Opium Revenue submitted by Colonial Treasurer to the conference of both Councils on 20th February 1882.
1. Licenses will be granted for the 12th March inclusive to boil, prepare and sell Opium so boiled or prepared at $25 per month subject to the conditions herein below with a duty of $2.25 for each cattie boiled.
Applications to be made to the Colonial Secretary.
2. Special arrangements will be made for persons boiling large quantities so as to enable them to boil on their own premises but in the absence of such arrangements all Opium must be boiled and prepared at the Factory under supervision.
