On 9th December a notice regarding Export and Local Licences as inserted in the Government Gazette.

The present farmer and one or two others made early enquiries, and were informed that the conditions would be made known to bona fide applicants for Licences.

On 20th December, Mr Zung Shui called on the Colonial Treasurer, and enquired as to the Conditions. He said that he would take 3 Licences for Export and 4 for local Consumption. He objected to the number of local licences being unlimited, as thereby it was impossible for any one to know the value of his licence.

On 21st December he again saw Mr Russell, and they discussed the question in all its aspects. Mr Zung Shui thought the better way would be for the Government to issue 6 Export Licences at from $15,000 to $20,000 a year, but declined to speak definitely, until he had gone into the calculation of Licences
