Mr Ho Amer saw the Treasurer,
and informed him that Mr Li Jak throng of the former farm, and at present operating at
would boil opium.
here under an open licence. He also produced a statement showing how he thought the
licences should be issued and
what profit would accrue to the Government.
On the 20th November,
Mr Ho Amer with the Acting Colonial Secretary and Colonial Treasurer met the Officer Administering the Government
at Government Offices. Mr Ho Amer's proposal
was
discussed. He produced two
schemes
for Export Licences, 10 Export Licences, and Local Licences, to bring in not less than $202,000 a year: and the other for 6 Export Licences
and Local Licences,
to yield a revenue of $220,000.
As His Excellency had various reasons to retain
the Farm on its present footing,
it was arranged that the present Farmer should be sent for, asked what he intended doing as final arrangement.
