On October 20th wire tenders were considered in Executive Council. They were further considered on 4th November and rejected.
A series of enquiries, interviews, and conferences was then set on foot, and continued unremittingly until the 27th January last.
As Mr Ho Amei had in June, 1878, made an important Confidential Communication to the Government on the subject of the Opium farm, the Treasurer sent for him.
On the 15th November, the Attorney General, the Acting Colonial Secretary, and Mr Ho Amei met the Treasurer in his Office. Mr Ho Amei adhered to his former Confidential views of 1878, and gave it as his opinion that the Government should grant open licences, some of which should be for export trade, and some for local consumption. He was of opinion that the Revenue would then be greatly increased.
