combination among the chief opium Exporters to Australia and California the
Government has been obliged to depart
from
the
the usual course of granting
farmer on farmer: the Exclusive privilege
of boiling and preparing opium for Consumption and for Export - The power of granting such a monopoly was created by Ordinance 2 of 1858 and there is also
a power vested in the Governor in Council.
