247 August 1882 transmitting the Estimates

and which I did not recommend as they were not based on

any special

grounds which were not equally applicable

to other Members of the Council.

4. In conclusion I would humbly

commend this memorial to Your Lordship's favourable consideration.

I

may

state that I am not acquainted

with any other place where house rent unavoidably absorbs so large a portion

of the Salaries of Civil Servants. In

some cases one sixth and even more

is swallowed up by this item alone.

I have the honour to be,

My Lord,

Your Lordship's Most Obedient

Humble Servant,

M[emorandum]

Administering the Government.
