You are aware that I have under favourable consideration a new prayer for increase of the Civil list and salaries.

Although I am not able yet to report on this matter, I have thought that a copy of my dispatch to the Secretary of State might be forwarded and favourably considered, principally on account of the considerable increase in the cost of living, particularly in the matter of rent, wages, and articles procured from Europe.

2. In compliance with the instructions conveyed by the Secretary of State in his Dispatch No.278 of 16th June 1882, I have prepared a classified list of all the appointments held in this Colony, except those of a very minor character, and those of the Police.

Although I am not entirely satisfied with the Memorial now forwarded, it is accordingly transmitted.

I also forward a list of persons who have resigned the service of the Government of this Colony during the past six months, in order to accept more lucrative employment elsewhere. I am continually receiving applications for increase of salary, and would beg to refer to a list of such applications forwarded by my Dispatch No.168 of 24th...
