On the ... day ... Gu... GE moon this year the writer addressed a dispatch to His Excellency the Governor of Hong Kong, and shortly afterwards he received a reply from the Secretary, the Acting Colonial Secretary saying that he had been directed by His Excellency Administrator Marsh to acknowledge the receipt of the writer's despatch relative to the proposed establishment of an Annamese Consulate in Hong Kong, and to state to the writer that His Excellency the Governor would recommend him to address his application to the Foreign Office.
The writer is aware of the good faith of your Government in treating all alike without any distinction of race, but as this is a matter which concerns all countries, it is to be considered by your office. On receipt of this despatch the writer was much affected by it, and it is right that he should address an application to you, and has consequently written this application...
