passed amounts to a compliance with
Clause 3 which is a condition precedent.

any promise, and Even if promise had been given fulfilment of

further necessary before the money could be paid.
The terms
the Government are
now acted upon certain proposals put
forward in the letter
of
Feb 13. 1882 and
particularly
with
reference
to the terms
of
the Trust Deed.
In my opinion clause 4 of the Trust Deed is relevant.
