The present application appears to be in the nature of a request for an answer to the petition or proposals contained in the letters of January 7, 1882 and February 13, 1882.

According to the terms of the Governor's Speech of Nov. 1881 it is clear that any promise of a grant must be understood to be subject to the conditions of Art. 29 of the Grant-in-Aid Scheme.

I am not clear that the intention of Art. 29 of the Grant-in-Aid scheme...
