The question how much the present buildings of St. Joseph's College are for boarders, how much for School-rooms, and how much for teachers' dwellings, is one requiring special consideration when the preliminary conditions laid down for Building Grants have been complied with and the site, plans, specifications and estimates have been examined and formally approved.

I am still of opinion, as stated by me last year, that the grant in this Scheme excludes from consideration the cost of preparing the site for the building, including excavating, blasting and levelling operations, which forms probably a large proportion of the total expenses, does not seem to me clearly indicated as coming within the cost of School room, Teachers' dwellings and fittings. Coin the cost at the highest - one half of the actual cost.
