The questions surrounding the proposed conditional Trust Deed are of a Nature which calls for the consideration of the Attorney General rather than that of the Inspector of Schools. I may, however, be permitted to remark that a guiding principle for the dealing with the question of a Trust Deed containing reservations of any kind is conveniently supplied by the following sentence, which I quote from the (Imperial) Code of Regulations (1872) of the Education Department, Schedule III:

"The right of inspection must be permanently secured (7 and 8 Vict. C. 37, Sect 1 and 2) and there must be no powers or reservations to which the Act 18 and 19 Vict. C. 131 cannot be applied."
