and urges that this formulation be decided upon by the Government before he incurs the expense of having a Trust Deed drafted.

This formulation regarding a conditional Trust Deed is, in my opinion, the principal burden of Father Burghignoli's letter and it should, I aver, happen that the Government at any future time, resolved to alter the Grant-in-Aid Scheme in a manner interfering with religious freedom, be a fair and reasonable demand, and one that does not conflict with the principle of the grant-in-aid Scheme.

I will therefore deal with the main points contained in his letter before I refer to the contrary. I am of opinion that a conscience clause, as proposed by Father Burghignoli, reserving the right to withdraw the schools, after receipt of a Building Grant, from Government inspection if the Government were to alter the Grant-in-Aid Scheme in such a manner as shall effectively exclude all possibility of interference with religion's freedom and matters of religious conscience.
