Josephi College, made in an irregular form, by Fr. Burghignoli, correspondence ensued in which the Inspector of Schools explained to him the proper mode of procedure in applying for a Building Grant under the Grant-in-Aid Scheme. Father Burghignoli then explained that he intended to introduce in the Trust Deed a conscience clause, not provided for by the Grant-in-Aid Scheme, and pressed for a preliminary decision of the Governor. On 23rd Feb 1882, Father Burghignoli was informed by the Inspector of Schools that the decision of the Government was to the effect that the existing Grant-in-Aid Rules must be strictly applied and that the proposal of a conscience clause in the Trust Deed could not be submitted to the Governor for his decision until a draft copy of the proposed Trust Deed was supplied for consideration. Thereupon, all correspondence ceased until 15th Jan 1883.
On 18th Jan 1883, by his letter, Father Burghignoli ignored the decision of the Government communicated to him on 23rd Feb 1882 and raised again the previous question whether a conscience clause should be introduced into the Trust Deed.
