I beg to point out to you that the application you made is not in accordance with the conditions specified in Rule No 29 as according to paragraph 2 of that rule the cost of the ground, which you value in this case at $5000, cannot be included in the grant which is a "Grant for Building", and as according to paragraphs 2 and 6 of that Rule the Grant is made on the basis of actual, not estimated, cost of the building or rather on the basis of the balance of building remaining unpaid at the time when the building is completed.
You will observe from paragraph no 3 and 6 of Rule No 29 that the proper course for you to pursue in a case of this kind is first, to obtain a trust deed making...
