be satisfied that the building for which application is here made is required by sufficient population in the vicinity and that the schools in question are likely to be maintained in efficiency for the building appears, I am informed, to be intended for Schools (St Joseph's) which have already fulfilled these conditions and have been accepted by the Government under the Scheme.

4. The site also is clearly one deserving of approval of His Excellency the Governor.

5. But whilst thus the primary conditions for a grant of this nature, as laid down in paragraph 1 of Rule N:29 may be said to have been fulfilled, in this case, the application is at present not in accordance with any of the other conditions of a Grant as applied for.

6. The applicant should first of all submit for approval of His Excellency the Governor the plans and estimates.
