2. Mr Macpherson's aptitude and qualification for Sanitary duties were first brought to our notice by Mr Chadwick, and we agree with Mr Chadwick in thinking that Mr Macpherson will make an efficient Inspector...

If the Administrator approves of Mr Macpherson's appointment, we will at once submit a detailed report on the proposed duties of the New Office, and we may here mention that our propositions, which are based on our own experience, will be in complete harmony with the recommendations of Mr Chadwick.

4. We are of opinion that, looking to the trying nature of the duties of the Sanitary Inspector and the responsibility which will devolve on him, his salary should not be less than $2160, or £450 a year.

As his laboratory work will scarcely interfere unduly with his Sanitary duties, we would point out that Mr Macpherson's undoubted abilities as a public analyst might continue to be availed of with advantage to the government. For this analytical work, which forms no part of a Sanitary Inspector's duties, we apprehend the Government would not object to award Mr Macpherson some adequate remuneration in addition to his pay as Sanitary Inspector, and the Colonial Surgeon considers that a salary of $480 or £100 a year is the least sum that could with justice be offered to Mr Macpherson for this branch of his professional work. Mr Macpherson's total income would therefore be $2640 or £550 a year.
