As it is almost ... impracticable to carry out Mr. ... Chadwick's recommendations until a Sanitary Inspector has been appointed, I would venture to suggest that Your Lordship's decision respecting Mr. McCallum's appointment might be communicated by Telegram. It would then be received a few days after Sir George Bowen's arrival, who would thereby be enabled to issue orders without further delay.
