Appoint M. M. Callum by telegraph.

Write by despatch in the sense of the aforesaid minute affecting the schedule of expenditure and above minute.

I see no use in consulting M. Chadwick as to this despatch.

It may be seen among the papers that M. Mr. Callum, who was Chemical Assistant in D. Barry's office in Cyprus, has done well in his office in Hong Kong; and I have had good reports about his work and character.

But it would be a great promotion for him, and I submit that it will do good to have a larger choice of candidates.

I propose that applicants should send in their applications to be considered.

I understand that the officer appointed will be treated as other members of the service with regard to leave and pension.

The advertisement, if approved, should be sent to the Crown Agents, with a draft to be lodged at 11 New Burlington St.
