The important point to settle is to whom

the Sanitary Inspector

is to be responsible:

it seems decided that he should not

be responsible to the

Surveyor General, but Mr. Callum adds that

he should be made an ex-officio member

of the Surveyor General's office.

Ld Kimbarley

in his despatch of

the 8th Dec. [17896] par 7. States

that he should be under the control

of the Col. Surgeon and Surveyor General

and form part of the Establishment

of Public Works Dept he adds.

in par. 9.

in other words should not be the head

of an independent department. Who then

is to be his superior officer?

Mr Chadwick

Says

that he will get instructions

from the Colonial Surgeon and

that the Inspector should

be in close relation with the Registrar

General. Mr Callum suggests

much in this despatch, that

the 3 offices in question should form a Sanitary Board to control
