In reply I have to state that the only official documents and returns, bearing on the subject of that Report, which I can trace in my note books, are those which were supplied to the Commission by the Colonial Secretary's Office, through the Chief Clerk who was also clerk at the Governor's office, during the conduct of the inquiry. All those papers were read and notes taken of. But the Table of Receipts of 1865 was, as far as I can trace, not among those documents and not seen by me until I saw it in print in the appendix to the completed Report.

I have further to state that the Report was drawn up by Mr. Hayllar, with the exception of that portion of it which deals with the historical and social aspects of the Contagious Diseases question and with its bearings on the Chinese population.

That portion of the Report to which the erroneous Table of Receipts for 1865 belongs was prepared by me.
