"Section XLI 217 of Ordinance 8 of 1870 provides that the fees specified in Tables B, C, D, and E are to be paid to the Collector appointed by the Governor. No Collector has been appointed and the responsibilities of collection rest with me, although I have nothing to do with the Marine Department. I am of the opinion that a Collector should be appointed and while on this subject it would perhaps be better that one Collector collected the whole of the fees received by the Harbour Department overtime
