It is necessary that some one should be appointed under the Ordinance to be Collector of Fees.

The Harbour Master suggests that the Assistant Harbour Master should be appointed to this post with an increase of salary but as Lord Kimberley has expressed the opinion that Captain Thomsett has a fair claim to consideration of an increase of pay on account of his long and valuable service, I see no reason (No 278 of 16th December, 1882) why if his pay is increased, he should not be appointed Collector.

Lord Kimberley enquires in his despatch No 278 of 16th December 1882 whether the Harbour Master could efficiently combine other duties with those of Harbour Master.

In reply, I have the honour to state that the Harbour Master is at the same time Marine Magistrate, Emigration Officer and Superintendent of the Gunpowder Depôt, for the last Office he is paid separately $600 per annum, making his total salary...
