difficulty in finding a suitable person for this post in Hongkong. With regard to the Government Marine Surveyor the Harbour Master recommends that his salary should rise from $3,000 to $3,840 in three years' time, and that he should be allowed to draw two increments this year as he has entered on his second year's service.

Captain Thomsett informs me that Mr Brewer is an efficient officer, thoroughly master of his profession, and states his opinion that his present salary is inadequate, taking into consideration his professional requirements. The Assistant Harbour Master receives only $2,880, including his pay as Collector of Light dues, but he is not required to have the same professional attainments as the Government Marine Surveyor. I am disposed to agree with the Harbour Master in thinking that Mr. Brewer should be better paid and would recommend that his salary should be increased.
