staff and expenditure which I considered necessary for the Marine Survey Branch of the Harbour Master's Department, experienced some difficulty in coming to a conclusion on this point. I now have the honour to submit the following recommendations on this subject for Your Lordship's consideration.
The staff of this Branch of the Harbour Department should in my opinion consist of
1. The Government Marine Surveyor,
2. An Assistant,
3. Clerk.
4. Engineer of Steam Launch,
5. Stoker,
6. Coxswain,
7. Tape holder and deck hand,
8. Office messenger.
This will be an increase of only one person, the Assistant Surveyor, over the present staff.

The salary of the Assistant Surveyor should I think be that originally proposed $2,400 a year.
