At they were given to understand by Inspection who engaged them that they would be allowed this privilege and until I have been a verified statement by reference to Singapore I am unable to decide upon the matter.

-3. Unless they were informed leg distinctly given to understand that they would be permitted to remit at 4/2, I cannot see that they have any cause for complaint. The privilege is not given by their agreement, although I agree with M. Marsh that the wording which deals with the point at issue is vague, not as definite as might be wished and unsatisfactory.

Nor can I admit that they have any valid ground for dissatisfaction.
