Secretary Cardwell to Sir Richard MacDonnell on the occasion of His Excellency's departure for Hongkong in 1865, and a copy of it was communicated to Sir Frederic Rogers by the Earl of Clarendon in December the same year, and I venture to invite attention to it at this moment for the purpose of asking His Excellency to recall to mind the illustrations of the good faith in his opinion the instructions it conveys regarding the rendition of Hongkong Criminals from Hongkong received from Her Majesty's Government.

If they are not to be so considered, then I beg very respectfully to inform His Excellency the Administrator that it will be impossible for me to afford the Government of His Excellency the assurance that, as laid down in the despatch of 1865 above referred to, Her Majesty's Government expected.
