198 children in brothels. The Table forwarded with the Registrar-General's Report, copy of which annexed, shows that there are 140 children of both sexes in registered brothels who are the natural offspring of their servants, the Keepers, the inmates, adopted children. 119 whilst 73 are natural or adopted children or grandchildren of Keepers, and 68 of servants, whilst 26 are only connected by parentage or adoption with the inmates or prostitutes, who alone receive visitors. The alteration in age proposed by the Registrar General could, if Your Lordship approves, be introduced in the Draft Ordinance. Heavy penalties being already provided in both Draft Bills against the Keepers of unregistered brothels (sections 4… and 21), it is therefore not necessary to make any special provision against keeping children in those places.
