-4. In a position like Uganda, I shall be glad to know under what circumstances the erection of stalls in the streets, although illegal, was tolerated by Sir J. Hennessy, as stated by Mr. March, although I approve of the steps which Mr. Blunt has taken with a view to gradually removing them where they have been distinctly hazardous, not obstructive. It would seem a serious inconvenience that great annoyance is caused by these stalls, and therefore it would be well, in Victoria as in other places, to proceed with care and discrimination if it is thought necessary to limit their number and the places to have them.
