Their conduct in either case is inexcusable.

4 - Although gamblers are crafty in establishing their dens, they cannot possibly deceive the ears and eyes of onlookers. To arrest and bring them to justice, it is important to have informers to whom it is customary with Government to give rewards. But the number of the gambling fraternity is very great. After they are in the habit of assaulting informers, who bring them to terms of ferocity, informers dare not give information, although they could, and dare not take the reward. Petitioners would suggest that some means be adopted to protect informers, and if gamblers assault them, they should be arrested and severely punished.

5. If gamblers are arrested and found guilty, they should be fined heavily, for gamblers have money saved from cheating others, and they have scarcely been fined for one offence.
