their duties whom perform properly. should there be any such evil as the receiving of bribes for screening dens and brothels, as soon as it is found out, Petitioners would urgently beg that a stringent enquiry should be held. If the enquiry shows that such activity is the case, no matter what position under Government the offender be, he should be severely punished as a warning against the offence of relying upon one's position to screen others, which acts as an encouragement to bad characters.

3. It is the duty of detectives, Constables, and watchmen to keep watch and ward in the place under their charge. If there are offenders against the law in the place under their charge, why do they act as if they were blind and deaf, whereby bad characters become bolder day to day? If they are aware and do not report such offenders, their offence is all the greater.
