report att gambling dens and sly brothels in it. If he does not report the matter personally, but it is reported by else, and so found to be true upon examination, the constable in question is guilty of a neglect of duty. This first offence should be noted; for his second offence he should be fined; any further offence should incur dismissal. If his beat is free from trouble and he finds gambling dens or sly brothels in any other place (outside his beat), the first time it happens his conduct should be recorded; the second time he should be rewarded, and after the second time, he should be promoted step by step. If this system of rewards and punishments is carried on simultaneously, those in Government employ will come to know what brings reward and the contrary.
