being harshly-dealt with. I annex a report from one of the Bliss Magistrates showing that nothing has been done to warrant Dr. Ho Kai's remarks subject.

Since the presentation of the memorial, the Registrar General has received a letter from Mr. Ho Amei, Chairman of the Tung Wah Hospital Committee stating that "the sentiments expressed by Dr. Ho Kai at the deputation regarding the Hawkers nuisance are met with general disapproval by the Chinese Community." Mr. Bo Amei, who speaks English well, was one of the members of the Deputation; on that occasion he said a few words expressing his full concurrence in all that Dr. Ho Kai had said in his address.

Another member of the deputation handed me an anonymous letter in Chinese which had been sent to the Tung Wah Hospital Committee in which the Fa Lottery Gamblers abused the Committee.
