a. As to gambling on the street, an amendment of the law seems to be wanted & I expect the Chinese have right in calling attention to the slackness of the police.
Sir J. Bowen should be asked carefully to consider the matter.
b. As to Hawkers in question, Mr. Marsh's action in quietly removing them where they are a nuisance should be approved, see 270% par 27 D. Address report for 1881 of Mr. Chadwick's work.
