I do not know that I have much to add to my Reports upon the above documents, except that I understand from members of the Consular Service with whom I have discussed the question, that the courier transport need present no difficulty, nor need this Colony have anything whatever to do with it.

No pressing necessity, such as ought not to be left unsettled. I had intended to bring it forward for consideration at an early date, and indeed should have moved in the matter long since but for reasons to which I need not perhaps particularly allude.
