MAGISTRACY, HONGKONG, 8th July, 1878.

SIR,-In reference to your letter of the 30th May last, I have the honour to enclose, for information of His Excellency the Governor, a table shewing the total number of offences for wh the Magistrates are empowered to flog, which have been adjudicated upon during the last three ye in this Court, and also the number of cases in which Public Flogging formed part of the sentence.

The last two columns of the return shew the total number of such offences brought to trial duri the first half of 1877, while Public Flogging was still in force, compared with the total for the cor ponding months of the present year, after its discontinuance.

The total of the first of these being 96, compared with 92 the total for the first half of the year, it is evident that, judging from the records of this Court, no increase has taken place in the crim referred to, since the abolition of Public Flogging.
