A BILL
ENTITLED
An Ordinance enacted by the Governor of Hong- kong, with the Advice of the Legislative Council thereof, to amend and consolidate the Conta- gious Diseases Ordinances of 1867 and 1876. WHEREAS it is expedient to amend and consolidate
the Ordinances at present in force in the Colony relating to Contagions Diseases: Be it therefore enacted by the Governor of Hongkong, with the advice of the Legis- lative Council thereof, as follows:-
Preliminary.
1. This Ordinance may be cited as "The Contagious- Diseases Ordinance 1882."
2. In this Ordinance :--
The expression "Contagione Disease" means Venerea!
Disease including Gonorrhona.
The expression " Superintendent of Police" means

17 mean 2 Householder and his accredited Agent as defined by The Victoria Registration Ordinance 1866.” The expression "Keeper of a Registered Brothel " means the Registered Keeper thereof and any person appointed by a Keeper during his absence. The expression "Keeper of an Unregistered Brothel” includes the tenant of the house or part of the house, as the case may be, wherein the same shall be kept.
The expression "Inmate of a Registered Brothel "
means any female residing in such Brothel. The expression "Brothel" means any house or part of a house in which women live or reside or which they frequent for purposes of prostitution.
3. This Ordinance shall not come into operation until Her Majesty's confirmation thereof shall have been pro- claimed in this Colony by the Governor.
4. Ordinances Nos. 10 of 1867 and 2 of 1876 are hereby repealed, but such repeal shall not affect the validity or invalidity of anything done or suffered before the commence- ment of this Ordinance and shall not apply to or in respect of any offence, act or thing committed or done or omitted before the commencement of this Ordinance and every such offence, act or thing shall after and notwithstanding the commencement of this Ordinance have the same couse- quences and effect in all respects as if this Ordinance had not been passed.
5. Appointments to offices male uuder Ordinance 10 of 1867 shall be deemed to be appointments made under this Ordinance.
Registered Brothels.
6. The Registrar Goneral may permit any person whom in his discretion he thinks fit to keep a Registered Brothel, and may at any time at his discretion, cancel or suspend such permission and cancel any registration made in pur- suance of such permission.
7. No Brothel shall be registered until it has been in- spected and approved by a Visiting Surgeon, who shall also certify the number of Inmates it can accommodate,
8. The Registrar General shall keep Registers showing - (1.) The name and address of every Keeper of a Re-
gistered Brothel.
(2.) The address of every house whereof the whole or any part shall be occupied or used as a Registered Brothel.
(3.) The name and address of the householder of every such house or of the tenant of every part of such house.
(4.) The names, ages, and dates of entry of all Rogis-
tored lumates.
