A BILL

ENTITLED

"The Contagious Diseases Ordinance, 1882."

E it enacted by the Governor of Hongkong with the

Bit via the Legislative Council thereof as follows.

1. In this Ordinance:-

The expression "contagious disease" means voneroni

disease including gonorrhea.

The word "district" means a district of the city of

Victoria as defined by Ordinance 7 of 1866,

The words "householder" and "agent" mean respec- tively a householder and his accredited agent as defined by Ordinauco 7 of 1866.

The expression "keeper of a registered brothel" in- cludes the registered keeper of a registered brothel and any person appointed by a keeper to act as such keeper during his absence.

The expression "keeper of an unregisterel brothel" includes the tenant of the house or part of the house, as the case may be, wherein the unregistered brothel is kept.

The expression "inmate of a registered brothel," means

auy female residing in a registered brothel.

The expression "brothol" means any house or part of house in which 2 or more women reside for the purpose of prostitution.

2. Ordinances 10 of 1867 and 2 of 1876 are hereby repealed, but such repeal shall not affect the validity or invalidity or effect of any thing done or suffered or omittel before the commencement of this Ordinance and shall not revive any Ordinance previously repealed.

Appointments to offices made under Ordinance 10 of 1867 shall be deemed to be appointraents made under this Ordinance.

3. The Registrar General shall keep a register, in which shall be entered the names of the keepers of all registered brothels and the sitnation of every house of which the whole or any part is occupied or used as a registerel brothel and the name and address of the householder of every such house or of the tenant of every part of it, and any other particnlars which the Registrar General may require.

A copy of any entry in such register, certified by the Registrar General to be a true copy, shall be received in all Conrts as evidence and shall be sufficient proof of the matter registered.

4. The Registrar General may permit any person, whom in his discretion he thinks it, to keep a registered brothel, and may at any time at his discretion cancel or suspend such permission, and cancel any registration made in pur- suance of such permission.

5. A person shall not keep a brothel unless the same is registered in accordance with the provisions of this Ordi- nance, nor unless his name as the keeper thereof is registered under this Ordinance, provided that, when the person so registerel dies, any member of his family may keep the brothel for one week without being registered.

6. A brothel shall not be registeret until the house in which it is to be kept has boon visited and inspected and approved for the purpose by a Visiting Surgeon who shall state in his approval the uwaber of inmates for which the brothel is suited.

7. In every Registered Brothel there shall be kept affixed in a conspicuous place, a notice in such form as the Registrar General shall direct to the effect that compulsory detention and contracts for immoral purposes are illegal and that any prostitute desiring to leave the brothel is free to do so.

8. Every keeper of a registered brothel shall cause a list of the names and ages of the inmates thereof in English and Chinese to be affixed and kept undefaced in some con- spienons place in the brothel, and when occasion requires, that the list should be altered shail bring the same to the Registrar General's Office, for the necessary alteration.
