convicted for bringing females to the Colony for the purpose of prostitution and a third person has been convicted for having a female

her brothel who had not been. registered.

that in two of these cases the Chairman of the To Leungkuk. (Chinese Society for protection of females and Children) to whom ~ they had been remitted for enquing by the Registrar General, reported that the girls had been sold at . Canton but they wanted to the brothels and he did not see what to be done.

I also transmit copy

of a further letter from the Registrar General reporting the stops that he has taken for the identification of

women in licensed brothels and

for acquainting them with the fact that the Government will protect. them if any attempt is made to detain them against their will. It must not be forgotten that no

change has yet been made in the

law.
