You will remember that in October last, we were asked by ALFSEA for instructions as to the disposal of certain Latin American ex-internees in Hong Kong. On your advice we cabled a reply on the 3rd November (82887 Cipher C.A. (D.P.)) asking for further information concerning these individuals in order to facilitate consideration by the Departments concerned.

C. in C. Hong Kong has now replied in the enclosed cable. We were not previously aware of Man's statement referred to in paragraph 2, nor can we find Signal 23467 of 26th September. However, it would seem to us reasonable that the total of 158 requiring repatriation referred to in paragraph 3 of the enclosed, should be evacuated, if and when British shipping is available, providing that such evacuation is not prejudicial to RAPWI or other British repatriation. Indeed, if the protecting powers of these Nationals are un- ascertainable, this would seem to be the only course open,
